Chief Brian Kozak released Operation Change this spring to focus on reducing downtown offenders and repeat offenders.
The program has several successes. One in particular was a gentleman who was a repeat offender who utilized the resources available through Operation Change. He has since been sober for 4 months.
The program is to focus on reducing jail expenses and provide long-term solutions. From the date the program started increases were projected to happen because of the frequency of officers on the street. Since August the jail expenses have decreased by 26%, saving tax payers.
Operation Change is a partnership withthe Cheyenne Police and Peaks Wellness. Peaks has successfully made 60+ contacts with individuals. This is where offenders could receive more help and assistance instead of going to jail.
Donation Stations are the next step for this initiative. Community education on donating money to organizations who help the homeless rather than giving funds to panhandlers is imperative. These stations are a place the public can donate their funds to support the homeless at their convenience. They will be located around downtown and will be up in the near future.

The program funding was provided by a grant. They are currently submitting to receive Federal Grant to continue the initiaitive. Details are to be determined regarding continuation of the program and funding source.
