At Monday’s City Council meeting in Cheyenne, officials moved forward with a local restaurant’s bid to add a bar and set a public hearing on a major annexation that could reshape growth west of the city. Both actions carry immediate planning and regulatory implications for neighbors, developers and city services.
Restaurant owner seeks to add a bar
The council voted to advance a liquor license application from the Mongolian Bar & Grill, located on Stillwater Avenue, and sent the request to the Finance Committee for further review. Owner Robin Cozad, who acquired the business in December, told council members he plans to invest in operations and add a bar to boost the venue’s long‑term viability.
There were no speakers opposing the application during the public hearing, allowing the council to move the file forward without delay.

Large annexation hearing scheduled
Council members also announced a public hearing set for 6 p.m. on April 13 to evaluate whether annexation compliance conditions have been satisfied for roughly 1,260 acres west of Roundtop Road and adjoining Happy Jack Road. The outcome will determine whether that land can be formally absorbed into city limits — a step that typically triggers review of zoning, utilities and road improvements.
The annexation decision is consequential: if approved, it could open substantial acreage for development while obligating the city to extend services and plan for added traffic and infrastructure needs.
Consent agenda and committee referrals
The council approved its consent agenda unanimously, clearing several routine and administrative items in a single vote.
Among the notable motions passed or referred:
- Adoption of a resolution to pursue state funding from the Wyoming Division of Victim Services for fiscal years 2027 and 2028.
- Referral to the Public Services Committee of two resolutions: final approval of the 2900 Central Avenue Townhomes plat and adoption of newly drafted City of Cheyenne Crosswalk Criteria and Guidelines.
- Referral to the Finance Committee of two drainage easement agreements related to recently built stormwater detention ponds with CBH Properties Cheyenne LLC and Tractor Supply Co.
- Review by the Finance Committee of a professional services agreement with MHP Assurance Services to audit annual financial statements for the city and its Board of Public Utilities.
- Planned evaluation of a purchase agreement with Fuel Management Solutions Inc. for fuel pump upgrades at Prairie View and Airport golf courses, and formal designation of the city’s voting delegate to the Wyoming Association of Municipalities summer convention.
Several items on the agenda will now undergo more detailed committee scrutiny before returning to the full council for final decisions.
The council’s packet and supporting documents are available through the city’s public meeting materials for readers who want the full record of proposed ordinances and agreements.
