During The Wyoming Business Council’s last meeting, funding was approved for the Enhanced Use Lease (EUL) Infrastructure Project.
The Enhanced Use Lease (EUL) project continues to move forward. On Wednesday, Jan. 8th, The Wyoming Business Council Board of Directors approved the release of $400,000 for the City of Cheyenne to begin designs for the project.
Initial approval of a $3 million grant and a $1.3 million loan occurred in June 2018. However, prior to accessing the grant funding, the city must annex the land, complete an environmental review, and execute a lease.
Heather Tupper, the Southeast Regional Director, shared, “the budget originally did call for the use of some of the grant award to help with the design, specifically for that water and sewer infrastructure… without being able to access that money, the city of Cheyenne isn’t able to pay for that outside of this grant. It’s just stuck.”
With this funding, the project is now free to move forward in preparation of the Ground Based Strategic Deterrent (GBSD) nuclear missile project at F.E. Warren Air Force Base. It is essential for Cheyenne to stay ahead of the game and advocate for economic development to ensure these missiles are replaced first. This project will increase housing and commercial activity within Cheyenne. There are a vast number of airmen currently seeking housing in northern Colorado because of the limited availability of affordable housing in our community. When surveyed, these airmen expressed a desire to live in Cheyenne, and the EUL will address this airmen displacement issue.
